Tearing down the structure over Waterloo Pool is costing Denison $260,400, and most of that bill is going to the city's insurance risk pool, according to a staff report for Monday's City Council meeting.
The council is being asked to ratify the contract with Josh Brown Welding & Construction LLC after the fact. City staff signed it on Thursday, Oct. 15, under an emergency designation, a day after the crew moved equipment onto the site. Heavy demolition started that Friday, Oct. 16.
Why it was declared an emergency
The staff report lists three reasons: high winds, supports and roof that were deteriorating faster than expected, and trespassers getting onto the property. Taking the building apart also showed the support and roof problems were worse than could be seen from the ground, according to the report from the public works department's capital projects and engineering staff.
Where the work stands
As of Monday, the report says, the above-ground demolition is close to finished. Crews will move straight into removing the in-ground structures next. The contract price covers mobilization, demolition, bonding and the insurance a job of this size requires, and it includes taking down the metal building that covered the pool along with the structures attached to it.
Who pays
The insurance risk pool will cover $242,048. The rest will come from parks and facilities budget lines and restricted funds. In January, the council had approved a contract to repair the pool's roof.
